It would give you shorter hairs to sweep up rather than fewer of them, and it would remove the dog's protection from sun and heat. On a double coat it can also grow back badly. De-shedding addresses the actual problem.
Does this help a dog cope with the heat here?
Yes, genuinely. A packed undercoat stops air reaching the skin, which is how a dog loses heat. Clearing it lets the coat work as designed. It does more for a hot dog than any amount of shortening the topcoat.
The coat is already matted. Can you still do this?
