Does this help a dog cope with the heat here?
Yes, genuinely. A packed undercoat stops air reaching the skin, which is how a dog loses heat. Clearing it lets the coat work as designed. It does more for a hot dog than any amount of shortening the topcoat.
The coat is already matted. Can you still do this?
Not until the mats are gone. Raking a matted coat pulls on skin and hurts. Mats have to be worked out or clipped out first, and on a badly matted double coat clipping is sometimes the only humane option even though we avoid it otherwise.
